The road to Anéfis

The Malian army achieved its immediate aim: a large convoy reached Anéfis and the FLA pulled back. That result says less about lasting control than the victory statements suggest.

The fight began across the country

FLA and JNIM forces attacked military positions across Mali on 4 July. Reuters reported fighting from Anéfis and Aguelhok in the north to Sévaré in central Mali and Kéniéroba in the south. An FLA spokesperson said his fighters had entered Anéfis. Reuters reviewed social video that showed armed men in the town.

The video established presence in Anéfis. It did not show that the FLA held the military camp. Malian and Russian forces had used that camp as a forward base after leaving Kidal during the April offensive.

Geography made the distinction important. Anéfis sits between FLA-held Kidal and government-held Gao. Forces at the camp need the Gao road for fuel, ammunition, food, repairs and replacements. An opponent can enter the town, attack the route and isolate the camp without occupying every fixed position.

The convoy established one clear fact

AP reported that a large convoy left Gao to relieve or reinforce Anéfis. FLA fighters ambushed it more than once. The Malian army said air and ground forces helped the column reach the base during the night of 9 July.

FLA spokesperson Mohamed Elmaouloud Ramadane acknowledged the withdrawal. He said the group pulled back to reorganise after heavy fighting. The army and the FLA therefore agreed on the outcome that investigators can establish: the convoy arrived, and FLA forces left the immediate area.

The two sides disagreed about losses. Mali said its forces destroyed 12 vehicles and killed close to 100 opponents. The FLA reported five dead and about ten wounded from its ranks and claimed that government forces suffered heavy losses. AP could not verify either account.

Control has three parts

Fighters establish presence when they enter a town. A force controls a camp when it occupies and defends the fixed position. A force controls a road when it can move people and supplies at a workable cost and tempo.

Evidence for one condition cannot settle the other two. An armed group can film itself in a market and leave before dawn. Soldiers can remain inside a camp while ambushes stop regular supply. A convoy can break through once after a large battle while civilian drivers still avoid the route.

Malian and Africa Corps forces gained an operational success on 9 July. The FLA imposed delay, forced the army to assemble a large escort and showed that it could contest the route. Each side can use part of the same event in its public account.

What would change the assessment

A second completed convoy would raise confidence in government access. Reports from traders and drivers would show whether civilian traffic has resumed. Named casualties, hospital records or geolocated equipment could test the rival loss claims.

Evidence of routine patrols and operations from the camp would support government control. Repeated ambushes, long supply pauses or an evacuation would support the opposite finding. Until investigators obtain those records, the narrow conclusion should stand: the convoy reached Anéfis, and control of the road remains contested.
